What do you mean by "what?"
As we deleting spam accounts, we might accidentally delete some authenticated accounts as well(it happened in the past). So, for them, we would make a new account and then merge the previous posts with the new account.
This is not applicable to a person who got banned. Even if he makes a new account, he will have to live with that and that alone.
