Yup
Reputation is sort of like Disqus like. You can give positive rep to a user if you like his/her post or if you think that he/she deserves a positive rep. Negative rep is sort of like the thumbs down button. You need to have some reputation points to get a promotion. Users who are promoted will get special sparkling username and badge =)
