Try using a different browser and see if the quick reply section is over sized on it too.The fault is on the client side buddy. We can't help you with that. It works fine for all of us.

well my point is if the problem is with my browser than it should have happened in all themes but it doesn't

'Quick Reply' is also one of the plugins. The plugins are not displayed in other themes. So it is not that it works in other themes. You won't see the 'Quick Reply' form when you don't use the default theme.
