Use case means the tasks a given person usually does on their computer or in their application.
For example, there's a person who uses MS Excel for creating simple tables, and another user that uses MS Excel to make a semi-automated invoice template.
MS Excel has 2 different use cases in this case.
I understand the varying keyboards part, but it's not something you would do on a day to day basis any way.
I use a Japanese Logicool keyboard, while all my colleagues use a US International keyboard (the default layout in the Netherlands), and since the layouts both differ a lot with special character locations, backspace size, and space size, they generally have a really hard time typing on my keyboard, but the same thing applies when I type on theirs.
And no, I don't use Windows and I don't even know why I should (other than for console game development, which is pending for after 2 web projects are done any way).
Windows is too hard and frustrating to use as an every day operating system, which is why I prefer Linux.
