I realized I just joined today, but I'm just posting a bit all over the place wherever I feel I can post something constructive (plus I'm seeing some holes in the bg I'm looking at atm), but I'd suggest Rikka Takanashi, as I've known a lot of people who weren't even into anime, as well as people who just hadn't heard about Chuunibyou Demo Koi Ga Shitai! to instantly recognize her as 'eye-patch girl'. XD
