I would say that Jiraiya takes this one.
Because Tsunade is waaay to dependent on melee combat, while Jiraiya is far more versatile.
Jiraiya has the 'angry lion's mane' which can block off melee attacks.
And not to mention is hermit modes and lots of summons.
Not to mention, Jiraiya can also long range attack, and Tsunade can't.
Overall, Jiraiya takes this in the long run.
Also, *Grand-daughter, not daugher xD.

But when people do Character vs Character, they normally do it 'Death Battle'. Which includes going all out in a battle, since it's a death battle ^_^/.
So, Jiraiya not going all out on a woman, is invalid for me. ( ?? ?? ?? )
Jiraiya has the options of going Mid-range and Long-range, Tsunade does not(Well, she has her slug, which can use 'Tongue Tooth Sticky Acid' but I don't see it being effective against Jiraiya).
She is too dependant on her melee attacks. And I can keep contradicting myself over and over,
so I will leave it at that. I'm stuck with my opinion and will never change it. Only if Tsunade gets some super new abilities that Kishimoto will write, which I doubt, since the manga has already ended.
