It was an epic battle with more than enough moves on luffy's side. He unleased his fourth gear and the way those citizens ran around in circles trying to protect luffy is just a drag of the story and nothing more. Zoro and other straw hats didn't get enough screen time at all. It's by far the most boring battle I have ever witnessed in one piece.

It's rather ridiculous thinking about it now. So, I wouldn't put it past oda sensei to not give a character some skills just because he ran out of ideas.
