Well, All for One was a guy from a long time ago and he had the poewr to steal quirks and amass them. He formed a large group of people and started controlling Japan. He gave his brother, who opposed him, the ability to store power, but his brother also had the ability to pass quirks to others, and these two combined and became One for All and was passed down from one generation to the next.
All Might and All for One clashed at some point and both were severely injured.

Don't think so. All for One is just one guy who lived for a long time I think.
