I think people also don’t know the difference between underrated and overlooked.
Overlooked would be something that has high critical praise, but has a lack of popularity/commercial success. I always enjoy seeing people call cult classics as underrated, despite that basically everyone that checked it out loved it.

and i am sure not many thinks much of rating but anime that has a rating below 5 and if someone likes it, they would say it's underrated lol
