Okay, so, until the final episode of the series, Akane pretty much follows Togami, and helps him in whatever way she can, and in the final episode, she is able to anticipate Togami's moves, because of what she learnt from him..... You need to give an explanation for your statement regarding Akane mimicking Togami.......

Screen time is one of the many criteria which decides whether a person is a main character or not, and in this case, she fits it......

What do you mean level-headed? She is a newbie at the start of the series, and the others are seniors, so, it's justified, in a way.......

Look, I'm no fan of Akane, and to me, she is dull, unappealing and forgettable.....
But,
1. No where is she shown to be a Tsundere
2. She does get the job done in the latter part of the series
3. Robin, Rukia, etc., already had powers, experience, etc.

she seemed like one, when she went out with her friends and she is all about doing her enforcers work while taking it easy.
