I'm sure there are. I am more scared of normal looking dudes with no regards for other humans. It doesn't have to be flashy or super scary, I think it is the fact that you know in real life they could be heartless bastards like them toying with others for their own amusement.

I'm going to reopen an old wound for old school anime fans going with a FMA classic: Shou Tucker once he gets called out by Ed.

Lol well.. this question is following the most basic formula of stereotype, antagonist=the bad guy=looks scary, terrifying, evil character. So.. it's kinda mainstream to me

And.. there is one terrifying protagonist i can think right now, it's Enma Ai, she's literally a ghost who kills and put curse on people

Major Montana Max from Hellsing.
Kayaba Akihiko from SAO
The entire nobility of Brierwood from Vox Machina.

There are others but these guys seriously deserve it.

i watched the first two series but i don't have any idea who major montana max is
i googled the name but i still don't remember lol. kayaba akihiki, i agree. he is terrifying and he actually is the developer for that fuked up game.

Major Montana Max Is the main Nazi bad guy and the dude trying to start world war 3 for the fun of it in Hellsing.

If you have only ever seen the first anime done of Hellsing it does a sharp left turn after the brothers incident and doesn't fallow the manga anymore. To get the whole story you need to watch Hellsing Ultimate.

i never knew that kaden
i only ever watched the anime but not the manga. i did read some manga chapters just to see the art but there was no difference and it's news to me.
