It was figure of speech. And, no Mr Fantastic is an inventor. He's a scientist.
On a side note, a doctor is also a scientist. But, in this case, I think you are confusing a doctor with a doctorate.

Obviously, not all doctors are scientists. I mean, doctors in a general sense, the ones you see at the hospital, are practitioners. But, those who do research are scientists.

Luffy will win
Mr. Fantastic is all good and strong but with Luffy's gear 4, he can't do much
