Killing isn't yet an absolute no-no in Edo Japan, with people carrying swords and everything. Also, he's acting on behalf of the Bakufu, so he isn't committing anything illegal. Hence, there's nothing there for him to be reformed.

Well, technically togame is doing this on her own and shichika didn't have any official permit either.
Well, if it's just the word, then of course he is serving the government but that's not really the case here

You completely missed my point. It's not official. In others words he might be looking for his own satisfaction.
Also as I mentioned earlier, it's not togami's official mission. Do you get it now?

It's not an official mission yet after all. If the succeed then it would become official... Until then... It's just a rogue officer acting on her own

It was abrupt and unnecessary to kill Tsuruga Meisai and there could have been a different conclusion.
But the writer knows that, he even hinted that as Meisai-san opened the option for surrender and I had expected their party to extend (typical) but seems like that is not going to happen.
Shichika really is as he said, just a katana for Togame. Granny, Meisai have killed innumerable amount of people in her life, plus she was poisoned by the sword and all the thousand maidens will be okay. She fell with pride and fairness. I hope Shichika becomes more humane over the episodes, but I am not really expecting that since humaneness wasn't even as famous as it is these days.

I don't know who Kenshin and Balsa are but you said it earlier somewhere that murderers should be killed.
If they'll be killed, they won't really have a chance to change, and Meisai wouldn't be alive before turning into the priest either.

Ugh... Don't lump them all together. Meisei is different. These guys are ruthless. That's what I liked the ending ...a bit.

How exactly is Meisai different?
I have still many episodes to go...
 
Meisai didn't know better growing up and she was a fool. Togame is far from a fool. She exactly knew what she was doing and she knows what was right and what was wrong. Only the revenge on her mind drove her crazy
