Tbh you see this all the time when it comes to anything that’s a marketing label that means one specific thing. People either try making it more specific than it actually is, or more broad than it actually is. What causes the confusion is when certain genres or styles are primarily associated with those labels, but people don’t realize that those are not exclusive to those labels.
Because anime has a distinct art style, people don’t realize the term is based on country of origin, and associate it with the art style. So you see situations where cartoons with the art style are being called anime, and anime without the art style as not anime. As opposed to say an American vs Canadian cartoon, where relatively nobody will debate it’s entirely on country of origin.

and by that, even if a japanese author makes something and if it doesn't follow the art work, it can't be an anime!
