lol people came close to creating artificial humans in labs but then they decided it's not worth it and let go of the idea

They didn't stop because it wasn't worth it, they stopped because of technological limitations. There's a myriad of items that you own that someone tried and failed decades (or in some cases a century or more) that they stopped because they were limited at the time, then someone came along much later and was able to do it with the current (at the time) technology.

lol i may be stupid but i was sure artificially and genetically modified humans are being restricted as it's not an ethical way to go on about them

i am sure of that

Legality hasn't stopped much of anything. Lots of scientific breakthroughs were done illegally.
