No. Gaara

Gaara have more wide variety of jutsu for both offense and defense, so.. even if he's not helped by the power of one tail he still got the upper hand

Tsunade sure have fearsome physical power and prowess healing jutsu but isn't that she's having trouble fighting Kabuto? Well.. she's already old, and unlike Jiraiya and Orochimaru she spend her time kinda peaceful, so.. i think that she's not that Sharp anymore

Still she got experience and skill to become a hokage and she can heal herself, if It comes down to it.
She knows the strategies and not to mention... as one of the legendary sanien, she her share of battles too.
 
is it alright if i were to say both are not strong now
i used to think all the characters in naruto are strong but naruto is like a god now lol
