Risk said:Most TV shows have a year or more gap it really isn't that long there is so much to watch in the mean time people act like they will have absolutely nothing to watch unless their favorite shows is constantly pumping episodes even if they're bad.

But in japan they have a core team working on anime and should a anime go on break that core team could spread out to the point they can't come back together to continue the series. Thus, filler is needed.
Anyways, some shows have benefited from filler like DBZ, Naruto and Bleach.
