In my opinion it truly becomes great in Season 3 Part 2. Up until then it's a somewhat gruesome action anime with great animation.

I haven't watched JoJo, so I can't really say much about it.

It's still among the best selling manga every year though, the hype never died down. And given that it's a monthly manga and so there are fewer chapters and volumes, the high sales numbers are impressive.
