Do you rate some anime a score of 4 below?

I don't do that.
Usually I try a lot to pick very good anime so that I won't have to give bad rating to them.

We did. It was just boring.
 
No I have not I think. Anything that bad I would have dropped instantly so I wouldn't have counted as a watched show for me to score. To score below a 4, an anime would not just have to be boring or dumb, it needs to be offensively bad or actively destructive to the previous plot.
 
I can't recall any instance of rating an anime that poorly. While I've not watched the largest selection, anything I have watched tends to have a handful of good qualities even if it's lacking elsewhere.
 
Unless it’s like a situation if “so bad it’s good”, I don’t see why I would bother finishing something that sucks.

first episode made many people drop that anime
and that includes me too and i haven't picked it up but i know it's not that bad overall.
 
Don't judge it that way.
I am sure it's very good and you should have watched it till the end, Angel. It's a good anime.
 
lol i will keep that in mind
but i am sure when it comes to these preferences i just can't like stuff in anime.
