Probably not a full on rebelion but there would be people to oppose them
 
Well they are the easiest one in the story to get blamed for that so the main Hero can save the day Haha.. it's somekind of necessary evil

i really don't believe in necessary evil at all.
it's just either you are competent enough to handle it or you are not

sowoon is the guy that killed yona's father and took his place..the best friend yona had that betrayed her
