Do all anime villains just follow the idea of the end justify the means?

What do you guys think about it?
I am sure most of them got tragic past but they need to be able to achieve something by being a good person

that's how it is
and if something does something bad to an antagonist and if they follow vengeance and that would be a crime but nor for the main protagonist.
