I'm not sure if this is similar to 20th century boys. This is a comedy anime.

Only thing I can tell that'll convince you otherwise is that 20th century boys and Monster were written by the same person.

yeah i have know that
whitey told me already and he loves that manga but the chapters are too many. so i am afraid to pick it up.
 
You should read it
It's a lovely manga and a very interesting one. I would recommend it too.
