Connection time out for particular websites for some addresses

Well, if it's banned or blocked then that's another matter....but why connection timed out....I don't get it at all.
If I change the IP, then immediately I can access those websites.... jeez.
 
It has to do with the network setup, it gets pretty complicated but to put simply the IP is having trouble reaching the destination.
 
i never got any problem like this. but i got some other errors which no one got here. so, i think i am getting them differently. did you look into that 408 error i told you about?
