As long as its a playful/respectful reference, the other people most likely won't care. It happens all the time here in USA animations.

I don't like my favorite anime getting shot down from other gag anime. I think it's enjoyable and harmless as there are no complaints

Gintama mostly uses self-deprecating humour, and doesn't put down other anime or manga. It does make fun of characters from other anime though. Like Yamcha from DB.

It is mean spirited, yes, but as I said, Gintama doesn't insult other anime, it insults itself.

No, it only really rarely insults other shows. It almost always doesn't, like 99%.

I watched some randomly and nearly all of them got the insults in it. Even naruto got some insult fest in it
