Which anime series accomplished the most in its storytelling (plot, character development, etc.) in the shortest length by episode count?
I believe that would be Death note. What about you guys?

Madoka Magica was great.

everyone is rather fond of it
i would have liked it too if it isn't for the art. i care for art a lot more and this art is not appealing to me

I love the art and wacky animation. Studio Shaft has a very unique animation style that’s entirely theirs, so it becomes obvious when someone tries to copy them.

Madoka is basically just a magical girl version of Faust, and the creators are fully aware with the references to the story littered throughout the series.

i know
but i trust the first source that pops up and usually i don't go out of my way to find things to increase my knowledge

I assume we're going by low count, I guess one that comes to mind is black rock shooter, it did seem to convey a bit in its few episodes.

I would want to say Kame ga kill here
There is too much progress and not enough story elaboration there.

I see.
That's a really long series. I would want to recommend Twelve kingdoms also for this list.

64 was perfect length for a story of that scale. If we are going for ~25, probably Kill al Kill, Samurai Champloo and Steins;Gate. I'm only including completed stories here.
