Those are animes I watched that have at least 1 character who has magic in his hands without being necessarily being a "God". They are different kinds of animes and may not be to your liking but please take a look!

That's really weird that you don't know an anime called "Toradora". It's an anime from 2008 and it's fastly become very famous all around the Globe. It was dubbed in more than 10 languages, as per I know! Anyway, that anime doesn't have anything to do with superpowers and since it's about Romance of High School Students, I'm sure it won't be ever to your likings.
