Sometimes it's rather covered up.
Like in one outs, no one knew the foul play of the opposing team till the end

In Tsubasa's case i'm pretty sure that it's for action and dramatic purpose, of referee too easy to declare foul then the show will be less interesting

Well, unless the main protagonists struggle, people don't like anime all that much.
So, of course the mangaka try to make it hard for the main protagonists
