Lots of popular anime characters have been associated with Ramen commercials actually. Gintama is one I can remember. Plus it's money so why decline.
Though I didn't look at the ad so maybe it's actually a cheap company and the ad itself was bad in that case yeah you are right.

It's a popularity increase for the anime characters and their goods. It's a win win for them
