Why Tsunade never officially declared Sasuke as criminal and banish him from Konoha?

My memory could be wrong but when Sasuke is criminal why Tsunade never officially banish him from Konoha and hunt (slay) him down? Isn't that natural for someone who bring disgrace to their village? I can't remember any of this

Nope, Tsunade being unfair to other criminal, i'm sure if not Sasuke then Tsunade will declare them as criminal and send team to eliminate them. Sasuke clearly got special treatment
 
They do explain it in the series, she was playing favorite for Naruto and Sakura and trying to track him down in a way to drag him back to the village alive. Though once Danzo took over, he ordered Sasuke's death.

And of course after the war, Sasuke's actions earned him a pardon from the five kage.

Well yea playing favorite doesn't sounds too fair to other Shinobi to me
And about the war, it was kinda late. If Tsunade hunt him down right after he become criminal then he won't even have the chance to participate on the war
 
i don't get why they need to be brought back.
they should have just executed him on sight, if he is dangerous

you are right but here the village is in the wrong.
you can't blame them for not owning up to it and just trying to make sasuke a criminal
