Who are the most incompetent/goofiest villains in anime?

He is just a side character and the main antagonist from D Gray man as well.

I can't come up with a name. If you take any gag anime, you will be able to come up with plenty of names, in this scenario. I haven't been a fan of gag anime, to give you the list of names.

even the main protagonists serve the same purpose in that anime.
