What makes an episodic series good?

The interaction between the characters, and if what they’re doing is entertaining.

Also it’s not unusual for episodic shows to have a story for just that episode.

That is certainly true.
I remember enjoying Saiki Kusuo anime and it's an episodic anime. I don't see that in usually serious ones.

If the anime is not entertaining enough in every episode, it's easy to lose interest in that anime.
 
as long as it got good enough story to keep up entertained, that's all it matters
and i can't think of anything else.
 
The freshness of the story.
Most of such anime are usually comedy anime or some detective anime and they are fun to watch
