What factor decide a manga will get anime or live adaptation?

It's the most practical and logical thing I could think about apart from art and story

Purely depends on the publisher and the production committee. And no it's not just manga, it's live-action and anime as well. There are lots of original anime that have manga adaptations.
To some it up it's $$$$.
