What anime has the best power system?

I am not sure about the hierarchy.
I don't think many anime have decent hierarchy with power clearly defined. What do you guys think?

Kenshin does have a certain power discrimination to it and so does code geass in a way. The line where the powerful stood and the people stood was clearly drawn
