I think it is a mixture. Some seem to be done as manga and then brought over while other seem more like online comics. Eitherway is mostly people with a story to share.
They used to be read on PC but nowadays they seem to make it in a scrolling down better optimised for our phones.

may be so but they are popular now and it doesn't seem like they are based on manga. webtoons are like comic strips published in the magazines or something like shonenjump.
