Even if Oda wants to do it, Jump won't let him, even if it's Oda.
But at this point after a journey this long, in my opinion, a sad ending would be counter-productive.

Kishi was forced to drag Naruto because Jump wanted to have a sequel.
Kubo was forced to rush Bleach because Jump wanted to cancel it.

they all do it for money and if someone pulls the string, they would dance accordingly. it's the way of life and even oda is not an exception for that. we can never get a tragic ending for this.
