Do you have any list that you would like to share about the cruel characters?
I don't have one but I saw many people having their own lists.

Light from death note
Major from Fullmetal alchemist
Yohan from monster
I can't think of any other characters but I will update this soon
 
Those are some interesting references. I am not exactly against gore and such but extreme violence isn't my forte.
I always thought orochimaru might be the cruelest anti protagonist ever but I .... Am not so sure anymore
 
i would say these are my cruel characters.
1. killing stalking blond
2. obey me, psycho character
3. my darling signed in, brown haired character who bullied the protagonist
4. fullmetal alchemist, doctor who killed his wife and child
5. death note, light
 
Kazuo Kiriyama and Mitsuko Souma from Battle Royale, they are so bloodthirsty, especially Mitsuko, she kill with smile and laugh on her face

Yumeji Hisaomi from Kekkaishi, he enslaved a guy and steal the poor guy's wife for himself, oh yea one more.. he delete his memory too

Raoh from Hokuto no Ken, he never value life and kill whenever, whenever and whoever he like. Once he killed a guy because the guy voice is not loud enough when praise him

Cartaphilus, Ancient Magus Bride

There's a lot of good answers, but a lot of the characters once might consider 'cruel' (like Kyuebey, from Madoka Magika, for example) I don't consider cruel so much as completely alien.

Well, cruelty can be subjective too.
Still, Tucker made it to most of the lists.

do you think indifference is not cruelty?
i think kyubey is indifferent and which makes people think of kuebey as cruel

Without getting overly philosophical, imo what people think of someone is not that same as what someone is. Cruelty is (again, imo) a calculated effort to inflict pain, whereas a creature like Kyuebey is simply unable to understand. So... same result, I guess, but it's the intent that makes the difference.

i think i am beginning to see it.
understanding and lack of understanding is not cruelty without the intent. do you like kyuebey, hannah? i am just curious

I definitely think Kyuebey is a very ... interesting (for lack of a better word) character. He's basically a diplomat of an alien civilization that is trying to find its own way to survive.

i think a diplomat suits.
if he is on our side, it would have done us a world of good
