Bit shocking that one of the biggest pervert character was made by female haha.. okay so grandpa Happosai is character from Ranma 1/2, he is a master of martial artist but a big pervert as well. This old geezer literally running around high school to pull up ladies skirt and also stealing underwear in the neighborhood

Ryo Saeba
This guy is big pervert and big time womanizer, i don't want to get detailed or i'll get warning, just take a look at his action in City Hunter (better to look at the manga, the anime has been tone down significantly)

Muten Roshi
Another old geezer. Yup he is Goku's master in Dragon Ball series, spending his days watching aerobic show and read adult magazines. Quite flirty too haha..

He used to be so shameless or Brook from one piece. But they are limited to vocal expressions.

i will say jirayiya lol
and i am sure no one can beat him and he gets nosebleeds all the time like sanji from one piece.
