A lot of ensemble anime pay attention to supporting characters. Long-running shonen are examples of this, with Hunter x Hunter and FMA being the best examples, Gintama as well. Most slice of life anime have good support cast as well.
Monogatari series has amazing characters.

Uh what are you talking about? No anime has had such an amazing cast of characters. All of them had amazing character arcs. Mustang is probably the most beloved character from that anime.

He did what are you talking about. He appeared in a lot of episodes and from start to finish we knew what he wanted to do, for the country and also his vengeance, and the price he had to pay for that. What you are saying is factually wrong, he got a lot of screentime.
