Okay so i'm not expert on this but i'll do my best
I always assumed that art style is how the author draw his series, like.. Goku's drawing looks different from Kurono's drawing, the eyes, the hair, the body, well you know what i mean. This thing is different depending on the author, and this is very obvious if you look at the manga
Animation style is more leaned to the production, and i think.. this is where the technical stuff speaking a lot, whether if the anime use 3D or not, the coloring, some adjustment of the character and stuff like that
So uh.. we should not mixed them up because it's different. If i like the character design then i'll say i like the art style and give the credit to the author, if i like the looks/presentation in the anime then i'll say i like the animation style and give the credit to the studio team
