Road Poneglyph is still unknown of its whereabouts. Oda is keeping this part for mysterious purposes.

I think it could be with Shanks though we can't rule out the Marines too.

If it's with Shanks then luffy can get his hands on it quite easily.

I don't think shanks want to be a pirate king.
@Nel shanks even though he likes luffy might have some secrets. So, don't assume that he can give everything if luffy asks.

Shanks gAve up his arm for luffy. Do you think he would be so petty that he wouldn't give access to ponyglyph?
