Well, let's think about... YEAH I'm sure of it! The winned can't be but Raikage. He's very fast and very crazy ninja. He also can control electricity that gets stronger when it's in direct contact with the water.
If you see this in an ecchi battle, you could say again that Mizukage wins. She's got big boobs and she really looks like a MILF :D

i liked mizukage better and she is very mysterious except for her obsession with marriage.
