Future Diary is the only thing that comes to mind right now.
JoJo's Bizarre Adventure Part 4: Diamond is Unbreakable is about a serial killer. Actually any JoJo part features a villain who kills a ton of people. Others include Future Diary, Death Note, Higurashi, Kill la Kill, etc.
