We have an island in sky and another under water. The only other possibility is under ground.
I wouldn't think impel down would fit but if they use an arc about an underground island, all the possibilities will be exhausted

I forgot about that man.
That was as bizarre as the sky island arc. Even mink tribe is bizarre
 
Dressrosa had some underground stuff but if at all he's gonna do something like that it's definitely gonna be an outcast town that has subjugated which has kinda been done to death. Gintama, Gurren Lagann, Owari no Seraph come to mind.

isn't he taking about only one piece?
and i don't think owari no seraph fits. they are all vampires and can't be compared to humans

Read what I said again. Underground towns/cities typically feature the same story about upperclassmen slaving the downtrodden into an inhospitable place and it'll be about them getting rescued or getting out themselves. I listed those as examples and didn't want to see it again.

they are not slaves but that are taken advantage by others. it's different

That giant eagle statement is great!
At this point, I wouldn't be surprised by anything. One piece doesn't follow any logic :D
 
What if Raftel is on that giant eagle?
Wouldn't that make more sense and gold Roger found it by accident
 
That would be hilarious man.
In anime, a treasure is always different. They would probably make something emotional as one piece, at the end.
