Most villainous character in anime history?

No character comes to my mind.
What do you guys think? Do you have any Anime character for this list? If so, do share it with us here.
 
Johan Liebert from Monster. no powers, no guns or magical ability, just human charisma at its worse screwing over so many people.

this makes more sense
he can be very dangerous and i don't think anyone can stop him without using violence
 
I've seen different villains but my memory is foggy on which one would I consider the worse of them all. I guess for me is the type of villain that enjoys slaughter for the heck of doing it, specially if it is against innocent and defenseless people.

That being said some of the villains I do recall (something must have been done right are:
Dilandau from Vision of Escaflowne. That one loooved the bloodshed and thought lowly of others. Quite a petulant child.

And there was that enemy from Ruroni Kenshin: Shishio Makoto. Damn man, had only the survival of the strongest as his motto, I mostly remember
when his lover begs Kenshin to spare his life and Makoto uses the moment to stab Kenshing through her.

I'm sure there are others but those are the ones I remember.

killing like that just because he is so strong is insane and i forgot the whole story of this anime

Not sure if you mean Samurai X or Escaflowne villain, but yeah, they were both pretty insane.
Both with pretty inetresting backgrounds too that you almost felt sorry for them.

I don't think it's a good idea to follow that lead. It makes people abandon each other.
