Both are Naoki Urasawa masterpiece, often get compared by his fans. I seriously think it is a hard task to choose which one is better, but after some thought.. i'll give it to 20th Century Boys, here is why :
Multiple perspective and lot of important characters. While 80% of Monster is about Dr.Tenma, 20th Century Boys is not all about Kenji. Characters like Shogun, Yoshitsune, Yukiji, Maruo, Keroyon, have their on stage on the series to help build up the main story, even antagonists characters like Friend, Manjoume and Sadakiyo have their own stage. I admit 20th Century Boys doesn't have interesting unique characters like Johan, Wolfgang 'Steiner' and detective Runge but their collection of characters win the day
Long period of time. I mean.. the story spanned from Kenji's childhood to his old days, that means from 1973 to 2018. That's a very long time, and he's skillfully sewn the stories piece by piece and present it to us in a way that make use curious and absorb into it
Well that's it, everything else is pretty much on par with Monster. Soon i'll read another series from Naoki Urasawa sensei
