Kage is not that special..

In Naruto, to me being a Kage it doesn't mean that you're all that powerful and invincible, they are not that different from other Shinobi, except for few Kages in the past

Look at third Hokage, Orochimaru can rival his skills, Orochimaru even killed the Kage before Gaara. Gaara as Kage beaten by that Deidara, what a joke. Sasuke can take arm of that muscular Kage (i forget his name). Kakashi, who become a Kage beaten by that Akatsuki with multiple hearts, he even dying when Konoha attacked. Tsunade, also Hokage tier having trouble dealing with Kabuto

There are more but i already forgot. So i think.. being a Kage doesn't mean they're great
 
Seems like in the series, after the prime of the 3rd kage, all of them went down hill besides the 4th hokage and raikage.
 
You are looking at this the wrong way. For the antagonist to have any relevance or create any conflict if he is weaker than someone in the village then every solution would be "why isn't the Hokage intervening", it's a problem in every MCU movie that focuses on solo heroes.
The people you mention, Orochimaru, Kabuto and the Akatsuki are the exceptions to the normality. Orochimaru was a direct student to the Third Hokage, and all three students have been known as legendary sannins for years, it's why Tsunade was also Hokage level. If Orochimaru wasn't that would be a direct contradiction.
Similarly the Akatsuki are the main threat throughout shippuden, if they weren't as good as Kage then the conflict wouldn't be as exciting.
Plus Sasuke and Naruto are main characters and Sasuke is pretty much a prodigy so it makes perfect sense for him to reach Kage level by that point, especially with him having the Mangekyou Sharingan.

With that many shinobis can rival the Kages, looks like that was the case

Well that's it, with so many shinobis with skills rivalling Kages then the Kages is not that special anymore. Maybe it's better to play with 'playing' with the scenario than raising the bar of the antagonists or lowering the standard of the Kages
 
Well, may be so.
It's just different from what you believe. Does Kage wouldn't be able to show their full power for various reasons

With that many shinobis can rival them, they looks lame to me. When were they can't show their full power?

When the main protagonist need to show off.
When an antagonist should appear very strong.

Main antagonist very strong? Even regular Akatsuki member can beat Kages, leave alone Madara

to be fair, all Akatsuki were S rank ninja which is the same as saying Kage, which kage is a rank much like genin, meaning there is more than one person who can fit the rank.

it will be so exciting and i can't wait to watch it.

It's not a lot, just a handful of people.

Besides being a Kage is not just about how the strength, you have a place to run after all and it's no simple task.

At least there are 10 members of Akatsuki, that's a lot. In my opinion Kages should be a pinnacle of ninja, so they are rarity, so there supposed to be less than 5 people with that calibre in Naruto world

Why should they be? I don't get it. Also not all Akatsuki members are Kage tier, Hidan, Kakuzu, Deidara, Sasori and Kisame are definitely a tier below Kage.

Besides it's not like all Kage are equally powerful. There's Hashirama who was a literal God and then there's Gaara who's not exactly the most powerful, neither is Tsunade.

That Kakashi you saw wasn't at his strongest yet.

And I literally mention at the last line that Gaara is among the weakest.
Hashirama would solo the entire Akatsuki by himself.

Why are you so obsessed with this though? There's tens of thousands of ninjas out there and it make sense to have like 20 people being extremely powerful.
