Is marines justice, twisted in one piece?

Marines are supposed to gather all the information about the pirates before making their moves.
As far as we know, luffy and his crew, never really committed a single crime.
Still, marines are after him just because he is a pirate.

Don't you think that's a bit weird?
So, do you think, marines sense of justice is a bit twisted? 
 
I wonder if destroying CP9, letting the prisoners of Impel Down lose, interrupting the execution of a so-called dangerous pirate is something you won't call a crime? :D

And face it anyways Stars....
That's how you marines are :D

Destroying Cp9...luffy and his crew are responsible for that. As for the impel down prisoners, marines are still trying to capture them. Also, who said ace is a dangerous pirate?

Ace is probably just a pirate like strawhats who aren't literally evil....but I don't think I will be wrong if I say that marines consider him dangerous.
And I actually meant Enies Lobby that time..not CP9 >_> but either way its a crime <.<
It doesn't matter if marines are still trying to catch them...it was still a offensive deed >.>
