Is Death the pinnacle of Character Development in anime?

what are your thoughts on this? i think at least the mangaka think that's the case lol or may be it's just me who keeps thinking about it this way?
do you all agree that death is needed for the character development in anime?

When the anime character is dead in a heroic way, people would like them more and make them as if they are the saviors of the world.

and people get angry when the hero of the arc couldn't make it and purse their own happy ending in the anime
