I wonder.. why Oda forcing the concept of pirate on Luffy and his crowd. Is it so hard to identified them as traveler group or adventurer? Instead of that he make something up like 'good pirate' or whatever the name is (yes i know, i follow One Piece until they meet Nami)

What kind of image that Oda want to imbued to Luffy's crowd by forcing word 'pirate' on them? They are not scary, they are silly crowd, just some happy-go-lucky peoples band together, more like playing group

Oda is silly coming up with this kind of idea, make them traveler or adventurer is more appropriate
 
It's actually the same as Kishi saying Naruto is a ninja, but far from it. Like both, they did start with the elements they are, but progressed into these god fights as the series goes on.

Naruto did feel like a ninja at first, but One Piece.. i don't feel that way, even at beginning it feels like adventurer
 
To setup conflicts obviously. It automatically means you are at odds with the marines, world governments, and of course every other pirate groups. Plus we don't exactly have a sprawling epic anime based on pirates. 
And the Straw Hats might be good natured but they commit a lot of crimes as well and they are anyway always at odds with the marines and want absolute freedom which means you will run into the Government more often than not. So yeah they are more like adventurers but it's not like they are saints.
 

I can't tell much as my knowledge is little about this series but i bet that the marines and government they encountered most likely evil, and the crimes they commited must be for good cause of the people

No they do come at odds with "good" marines as well.

well being a pirate does mean being an adventurer.
