he asked kisame to be wary of kakashi and at that time tsunade was stronger than kakashi

Actually Madara, Hashirama and Kaguya are God Tier as well.

but they can't stand against naruto and sasuke. why would they be called as god tier? madarauciha got defeated by hasahirama and sasuke got defeated by naruto

Madara with the Rinnegan is more powerful than Hashirama. And sure Sasuke got defeated by Naruto but Naruto is the most powerful being and is only slightly more powerful.

And it took both Naruto and Sasuke to defeat them, not individually. It's a tier, not a label, multiple people with varying power levels can be in it.

He doesn't have eternal mangekyo sharingan.
He is going blind too. He couldn't have killed others to get new power
 
I remember this being a very big and heated debate back in the manga day when it was revealed that he was sick and nowhere near his full strength. From the sounds of it Itachi didn't have an area destroying attack, he was simply a god of stealth, meaning he could kill anyone before they could act, which for most that threw chakra around like rocks, would be rather deadly.

he is very sure that itachi isn't strong enough to be in god tier
 
I've never really gotten to checking him out apart from a few videos on youtube but he seems pretty powerful and I like that Amaterasu move. I don't know how much of a match for other characters he might be though
